What does that definition mean to you both as a driver responsible for your own actions, and as a driver sharing the road with other cars, pedestrians, and cyclists?

Essentially to always drive DEFENSIVELY. Don’t assume that everyone is attentive (not only if they’re on drugs, alcohol, etc)&omething simple like changing the radio,cell phones, dealing with kids in the back seat, etc. Always be aware of other drivers positions around you and staying away from other driver’s blind spots. Presume someone is liable to walk in front of your car or turn in front of you, so be prepared to take evasive action at any time. Just some hints. By the way, I disagree with his statement thataddiction is uncontrollable (I think it was probably taken out of context , I hope…It’s certainly is controlable with treatment after the person realizes he has a problem and is willing to cast aside his pride to get help.) Pefhaps he means that while the person is under the influence, then his actions may be unpredictable which would make much more sense.
